[snarfed] no, it's not the rules. posts are _not_ indexed, by default, unless you explicitly opt your account in in settings

Soni [snarfed]: yes, the rules to enable a post to be searchable include: no CW, the profile needs to be marked as searchable, and a few others

[snarfed] also are only local (opted in) posts indexed? or local plus remote posts that the instance has seen? the former is inconvenient, the latter would be inconvenient and also confusing

Soni like, that's what the code is looking for. they're "rules" in that sense.
