Kolev, not really. If the BBC are the only registrar (that's kinda how buying a TLD works), then they don't need to register to anyone else. Prior examples: .apple .google

I followed that link to the Fediforum thing, and from there to Cory Doctorow's site, and about the fourth thing I noticed was that his "ONE SENTENCE" section is five sentences, which made me roll my eyes and chuckle.
