So if I understand it right: individuals own their "like" activity (and host that somewhere on their instance) and notify the server hosting a "toot"/etc.Then it's up to the server whether it exposes a detailed list of those who've favorited a given toot, or just a count. If the server doesn't expose detailed information, it's not really viable for an outsider to look it up.
