[Murray] In some ways, its quite similar to `@scope`, but where that allows you to _ring fence_ a set of CSS rules and only apply them within specific context, `@layer` lets you take a whole stack of rules and say "make these apply in the cascade _before_ that other set of rules, regardless of the specificity calculations"
