sknebel was doing that. they seem to have the category named like the article. So Berlin is just "Berlin", the Portlands get the state attached

sknebel english wikipedia uses english city names, so nuremberg

sknebel but i think for our purposes, having the first active city of a name get that name is probably fine and conflict can be handled as it happens.
