GWG, I think we need clear atomic labels of two sorts:

1 labels that indicate the current state of a proposal. While this information is also in the spec, we shouldn't make people hunt for it

2 labels that indicate all the conditions/work that is remaining on a proposal at each stage in order to advance it to the next stage. Like very specific labels, one per requirement per step in the process
