I guess I don't have a strong preference if it works, but it feels more intuitive to me to create an archive of an etherpad, I would use that URL. Some inferring needs to happen in either case.

to me the etherpad link makes more sense as a parameter because it's literally the direct object of (and has the contents of) what you want to "archive"

the creation of the etherpad also requires (in practice) choosing a slug at the time of creation (rather than later at the time of archiving) so it lowers the labor to archive, which is the right place to optimize
