Aside: that note from Google^ seems really weird to me "If the page is blocked by a robots.txt file or the crawler can't access the page, the crawler will never see the noindex rule, and the page can still appear in search results, for example if other pages link to it."

interesting, the examples I knew of from my site are gone. i.e. pages on my old blog which have noindex but were linked from others. they used to show up in search results as URLs but with zero description.
