Personally I find the term to be an obfuscation of what it is - third-party tracking scripts profiling performance on your visitors' machines. A web-industry term rather than an indie-web term.

My intent was to add an entry about how it's basically analytics but more benign. The blog post is basically how Chrome User Experience Report data is the main one out there and small personal websites don't really qualify, so I went on an experiment and tried some RUM/performance analytics providers
