tantek *or* a revert

tantek of someone who was just (will soon be) blocked

tantek so blocking the spammer gets you points

tantek and reverting/deleting their changes gets your *more* points (because that's the more valuable for the community action)

tantek but it's hard to identify spam from just the revert/delete message

tantek hence triggering it from the "block"
