I'd certainly want to see some change in citation templates at Wikipedia: our current setup is atrocious. COinS is a travesty of a spec.

I discussed the proposals for using h-cite on Wikipedia and I basically said "look, we're using COinS already, it's terrible" and the response was something along the lines of "yeah, but all specs are terrible, but we have to use what is standard"

my approach might be to try and take what Zotero have done, spin it out into a separate web app for doing any-citation-format to Wikipedia citations. be useful to the community, nudge people towards better, richer ways of doing metadata

there are some long-standing issues too: COinS has some issues representing mathematical article names where there are formulas in the title

the Foundation recently built out a replacement for templates in the form of Lua code. bundling something like h-cite into a Lua rewrite may be a lot easier than taking the pre-existing spaghetti and hacking atop it.
