[tantek] still accurate, some out of date references to using wiki for issues (whereas we've switched to GitHub for modern issue filing) - could be improved if someone wants to take a crack at that from a newcomer perspective while perhaps keeping the historical note of having used wikis for issues for quite some time (10+ years?)
