It should probably also be 'proposed' instead of that proposal to set it as 'draft'. I still publish the properties as listed in that issue, but I don't think it's really the way forward. The p-category route is interesting.

But this all started with me trying to consume a site and not understanding the Microformats, and realizing that we never put watch up as a proposal despite usage, and we have similar listen and read without a documented discussion on the status question.
