tantek hey #social, in many SWWG discussions of specs and documents and what degree of changes we can make in CRs etc. we have asked questions about affecting conformance or not, in practice or not etc. and I think this section of the W3C process (6.2.5) provides a good segmentation of different kinds of changes: https://w3c.github.io/w3process/#correction-classes (4 classes of changes)
