melody right, but you could implement it using collections over AP if you wanted, so that you could layer on more access control, so a thread would be a custom collection owned by the creator, which could have its own logic for who to accept or not accept delete activities from, and then you could federate that (by choosing whether to forward it to the other thread participants/etc) at the originating server
