sure but some states don't matter universally. also you have multiple sources of authority. there is no single authoritative state

like when you send a Follow to another server, that has no guarantees for how either you or them will act. everything is SHOULD or MAY, except for the bit where you MUST NOT both Reject a Follow and also still add that actor to a followers collection (which is itself optional).

of course that doesn't *prevent* forging follower relationships, but you are technically spec-incompliant at that point

that seems like a stance you could take but in practice if anyone is going to do anything useful and consistent, and you care about your users and their safety at all, the side effects need to be defined and tied to a user interface that makes them understandable and consistently handled between anything you are trying to interoperate with or you're going to have a bad time
