aaronpk the easy way is to tie it to the *.indieweb.org cookie like events.indieweb.org so that everyone is logged in already

[tantek] also ideally the list of blocked accounts is transparently visible / browseable to the community, preferably with a comment field for "reason why" so we can summarize things like "spam posting account" or "over eager use of indieweb hashtag" or "confused that indieweb hashtag means any post on a personal site" etc.
