[jeffpaul] most likely that it gets pitched as a featured project with a regular meeting, notes, progress towards whatever its goal is… see: https://make.wordpress.org/core/handbook/about/release-cycle/features-as-plugins/. Getting it set as a blessed featured project should make the case for adding it as a beta plugin more realistic.
