How about this? I register 'locality' taxonomy. The taxonomy has coordinates and a radius tied to it, similar to the zone code I already have.

Google maps does have lists of locations that they'll show on maps. They have defaults like "favorites", "starred places", "want to go", and the ability to add custom location bookmarks.
