i think the webmentions plugin relies more on the pingback settings, if i recall correctly

[tim038] you could try to hide the UI for entering traditional comments in your theme? It would be a nice setting to have if it's not there. This has definitely come up before.

WordPress doesn't really support delegation per se

You'd just need to put the endpoint into your header... Delegation done.
