tantek correct. and yes it is by design that this additional "work" is placed on the *sender* of the webmention. in "good actor" cases it is expected to be trivial, and in "bad actor" (spammer, abuser) cases it is expected to be non-trivial. it is designed to be *hard* or *difficult* in the abstract
