tantek aaronpk: this would actually be a good thing to test in webmention.rocks - that the requester explicitly does a HEAD request FIRST, and then two subtests: one where the HEAD has the link header and then the sender sends a webmention WITHOUT doing a GET, and another where the HEAD lacks the link header, and the sender does a GET for endpoint discovery.
