Garystu[d] I think gaudy web design looks fun. I agree that there are other 90s-00s web design trends which go kinda underrated in the discussion of how the old web looked. For example, websites built entirely in Flash. Or Metalheart aesthetic (as I think it's called) (this was more a mid 00s thing in my experience, tbf).
