It can go either way, but yes, as I think about it, back when I was much more active in Web3, the biggest use of data on blockchain was pointers to other things, not actual archival data. There were instances—and from the code side, smart contracts are software that may become functionally obsolete but never disappears—but, no, the majority of use cases, you're right.
