So the Free Software Foundation had originally used the GPL to cover their documentation as well until they invented a specific license to cope with this special need. The GFDL was used by most common distribution documentation back in the days and most Wikipedia articles were also dual-licensed with that. https://en.wikipedia.org/wiki/GNU_Free_Documentation_License

[tantek]: About hyphens vs. underscores in the title of wiki articles. Actually, the PostgreSQL backend of the default indexer used by the Synapse Matrix server has a very simple tokenizer that similarly amalgamates across underscores (just like in hashtags), so we use hyphens as word delimiters there for better SEO.
