[tantek] Since total numbers and per-city-specifics are key aspects, I wonder if a multi-site Summit would be one possible option. E.g. if we can figure out even one city that makes sense for a local organizer, and they're able to figure out a hybrid online + in-person locals (and maybe a few travelers?) event, then we start with that and open it up to other cities joining in.
