like they should at least have to pay 13¢ per SMS or minute of phone call, with perhaps 12¢ going to the person receiving, i.e. automatically applying as a credit toward their monthly bill, and then potentially acquiring a surplus which then results in a monthly check to the person receiving. adjust 12¢ upwards to whatever is the per-minute minimum wage in your country/state.
