It is linked on every page on the wiki in the footer.

Can we remove that disclaimer page?
#
[schmarty]
looks like a drive-by contribution that no one followed up on
#
capjamesg[d]
It was jarring to encounter it.

I didn't get the tilde comments and wasn't sure if the autoconfirmed users thing was accurate. The edit description said the number needed to be checked.

Usage: !archive <event page URL or Etherpad URL> <events/wiki-url>
#

I was confused by the tilde comments at first, because the help in the editor top-bar explains about three tildes getting replaced with a signature or four getting replaced with a timestamped signature, but I did not find anywhere in that in-line help that explained about _five_ tildes being replaced with just the timestamp, so I didn't realize the second instruction was...I guess for if your sig-template is nonstandard, maybe?

[aciccarello], yeah the tildes is an obscure MediaWiki think to sign with a link to your User: page, and a timestamp. There's a few variations: https://www.mediawiki.org/wiki/Help:Signatures

thankfully the signatures feature is visible when you run a preview

When I signed CoC I think I tried both ways and decided on the one that was more... intuitive?
