KevinMarks: I did put you on there as a the executor of last resort - mostly so if I disappear off into the sunset without trace, you are able to choose someone sane to be able to make releases. as open source jobs go, this one has almost zero work and comes with the prestige of being thought sane and trustworthy. :)

shepazu we throttled new page creation because spammers have more time than admins do. you have to contribute productively to existing pages first. I forget the count (# of productive edits) but eventually it automatically enables new page creation.

it's been a surprisingly good solution to automated wiki spam blocking, because spammers don't have time to contribute to existing pages productively.

but I notice others, like "canonical" don't have a page, so maybe I don't need to... let me know if you think I need to add it, or if the RFC is enough of a description/resource
