[tantek] I think everyone agrees it is correct to use the cite element to markup names of works (what I think you mean by "the content")

[Vincent] It feels like that is the most appropriate tag to use given the dictionary definition. But I can see how context could possible play a part in it not entirely being accurate if the “cite” was less specific, e.g. “anonymous”
