sknebel If I remember correctly, the location of the contributor plays a role. If you are somewhere that has copyright laws that all you to put something in public domain, that's likely to be recognized elsewhere. but if someone in a location where thats not a thing does that or contributes it gets tricky, which is why CC0 exists
