I personally make that decision depending on what fidelity I get from the microformats.. take the messed up classic ones on many WordPress sites.

Personally I interpreted that as the business of an h-feed consumer rather than a generic parser. I was planning to implement that logic in my h-feed consumer.

I think you could make an argument either way, but I think that since one of the design goals of microformats2 was getting rid of vocabulary-specific rules, the "imply the h-feed" camp would have an uphill battle to actually set it implemented widely.
