melvster elf-pavlik: just the architecture of the web ... 303 was lobbied for, it got some people behind it, now it's up to those people to evangelize and get widespread adoption ... then get patches in the tooling upstream, but not every new pattern thrives, imho, this is one that will not, time will tell on this one, use at your own risk
