tantek q+ to note that per process we have to have zero open issues, if they're trivial, then that trivial work needs to be done to propose + drive resolutions BEFORE proposing going to CR. but there's a bigger elephant in the room, which is that AS2 and modern interoperable publishing practices continue to diverge. It's VERY BAD for a spec for it and modern practices to diverge, and we need to acknowledge that.
