as to the second half of that, the spec is in CR, candidate recomendation status, which basically is the group saying we think its good, a few things may change but hopefully not, if anything changes that causes you to change your code, we will do a revised CR, that gives people time to implement fixes before it proceeds on to the next steps

there is a bunch of process involved in moving specs through their different steps. before we exit CR to move on, we are going to need a test suite and implementation reports based on that test suite, so not to worry, cwebber definitely has motivation to get it done

at the point that we reach CR, we are actively looking for implementations. between CR and REC, there are likely to be no functional changes, unless an implementation points out a gaping flaw

btw the WG only has ~2 months left in the charter, and at this point, it's nearly all procedural with very few technical discussions, so you may find the telcons quite boring / tedious from that perspective (saying this as a chair who tries to make them not that way but acknowledging the obvious)
