melody so interoperability with other implementations is mostly a tertiary concern, i'm just trying to get a feel for in practice what the obligations/responsibilities are and how much flexibility there is around which components _can_ do what, leaving whether they should or whether other implementations will like it for the "maybe think about later" pile
