melody IMO without nomadic identity, alice should just have to have an account on bobnewspaper's instance, which can define its own internal editorial workflow and then would be the host, I'm not sure how much sense it makes for your example scenario to involve alice's server before publication at all -- i get that this is a simplification or an analogy to something that probably makes more sense but you may need an example closer to the real situation
