tantek KevinMarks: I think my point is that you have it reversed. Funders will more often pay someone who is already building it, rather than those that promise to build it if funded.

aaronpk sounds like KevinMarks wants a grant writer

tantek The sustainability point is that despite funding going up or down, if the builder builds first without explicit funding, then that indicates existence of some non-funding incentive / motivation, which gives it a better chance of surviving in the long term (when funding does go up and down)
