Goal is to have a offline-useful router+storage+service I can carry when traveling with a group. Internet is spotty to non-existent; would like to have a "private space" for the group to share photos, notifications etc. Clients likely to be mobile devices. I've looked at piratebox.cc, soliciting ideas about what services might be simple+useful

one of these self-hosted slack alternatives (mattermost, rocket.chat) could be a good, but organizing everything in a chat-like interface easily gets confusing

Hm. I was going to suggest the progressive web app route, but that needs https to bootstrap and I don't think you can do that fully offline
