yes to only by hand/manual (using app or website) not sure on history, it leads you to believe you can do it directly to a place without history

I signed up as a contributor to places so I could fix their poor coverage of local businesses, so it's a bit manual until it hurts, but effectively they prompt me to posse photos and auto fill the metadata

It is possible to spoof the geolocation on a dev android, so you could maybe do it that way.
