#tantekbasically, if we can demonstrate and record that simple salmentions are already supported interoperably across several implementations, then they get incorporated inline into the Webmention spec (upgrade from the already incorporated by reference) rather than by normative reference. otherwise we make it an informative reference as a Webmention extension, similar to Vouch
#aaronpki was thinking, if there's a concern about potentially getting stuck sending out too many webmentions, (like if you get a bunch of comments/webmentions received all just seconds apart) then you could add in a sort of rate limit/batch mode, where you only send outgoing mentions every N seconds, as a way to help throttle that
