Currently this means that EU companies are more or less incapable of communicating with people on facebook, since the Privacy Shield agreement with the US was

#doosbooxDepends on what you consider personal data. The fact that you as a user even participates in a survey means an opinion can be tied to you. The GDPR definition of "Personal Data" is a lot broader than the American legal definition of "Personally Identifiable Information"
